<description>&lt;p&gt;The Virginia Department of Education recently released new &amp;quot;on-time&amp;quot; graduation rates for public school divisions across the state. They used a new way of computing the rates which they say is more accurate, but there is still confusion about how to interpret them, and how to determine the dropout rate.&amp;nbsp; High schools in Roanoke and Lynchburg came in lower than the state graduation rate, but as urban schools they also face special challenges.
